Ex-PM Gordon Brown’s recent report (Renewing our Democracy and Rebuilding our Economy) proposes some important and promising planning changes. And a mechanism for resolving policy conflict between the centre and local areas. These are sensible steps towards a grown up planning system which balances local wishes and national priorities.
The Executive Summary of Recommendations sensibly recognises the common desire for more local control. Is this so far away from the passion that stirs Tory MP’s who oppose housing targets? MP’s from both parties do not need to be reminded that when conflict arises between local aspirations and national needs the latter must prevail.
If Labour adopt Gordon Brown’s proposals in these areas, the foundations for a long term, balanced distribution of local powers in local contexts exists. This is just what we need for successful strategic planning.
